A democratically elected body of Talathese. It is essentially an oligarchy of trade groups; the quarry-workers and marble artisans elect one representative, fishermen elect one, butchers, farmers, and so forth.
In all aspects of defense against foreign and unnatural threats however, the Talathesian military is in control, via Commander Kojax (when he's not hunting), and more typically his Executive Officer Brad.
