The Emerald Emir is a powerful but well-cloaked secret society in the Ra Delta, primarily headquartered north of Zogby but with operatives throughout the East. They are known also as the Keepers of Akhad and focus on (locating and) policing the armor of Akhad, and possibly other powerful evil artifacts.
Their governing body is known as the Mad Elders in Zogby.
