Colonel Marsh

The former commanding officer of The Anti-Piracy Strike Forcd, he retired several years ago. At the start of the campaign, his daughter Mary Anne had been kidnapped by pirates. He asked for Martigan's help.

He has been described as a pompous dandy and politician who nevertheless understood that Martigan's occasionally unconventional tactics were notoriously effective and were great for PR.
