The governing body of the Emerald Emir.

Described in Ur campaign notes via a GM note to Academis:

Your first stop is Zogby and the headquarters of the Emir. Zogby is an ancient, huge, and sprawling city of 2-3 story sandstone brick buildings punctuated by palm trees and golden-domed temples to various Eastern gods.

There, you report recent events to the Mad Elders, who reside in a thatched hut in the courtyard of an ancient tenement house. You are escorted by Abubakar (now a 2-point Contact), red-turbaned, mustached, earth-colored 50-yr old in expensive silk clothing and a member of the Emir's leadership council.

Within the hut, the four Mad Elders sit on simple mats, drinking tea. They seem emaciated and ancient, wearing only loincloths and with white cataracts and only a few teeth. Once you relate your tale and the current possessor of the Helm, they break into rapid-fire simultaneous debate. They literally all talk to each other at the same time, sometimes waving their bony hands in the air. Any attempt to interject in their rapid-fire conversation is ignored, and Abubakar escorts you out to the street and wishes you luck.
