Already embroiled with the Confederation army, the Empire did not have the men to handle an uprising on their penal colony as well, so Penance could secede with out a fight. | |||
Since the days of independence only the most basic of laws have been created or are enforced. Due to this environment of liberal morality, prostitution, gambling and slavery run rampant, and many "civilized" men of the empire will often vacation to Penance to partake in activities they wouldn't be caught dead doing in their homeland, because of this many shrewd business men (and criminals) have been able to capitalize on this atmosphere.
