Emperor of the Empire of the Clouds
Has been in power for over 125 years. In the last century he has expanded his reign and created the Empire of the Clouds by crossing from the island across Dog-leg Straight and into the lands of Nouchi to the southwest.
There are many rumors about the emperor. Some say he does not exist at all and is only a legend to keep the government in power. Others say he has made a pact with demons for his old age, or that he is not man but something else.
