In HotZone, Annika Petrov's boss and mentor. Mr. Black is possibly a representative of an American military intel agency of some sort. Or possibly a private international corporation.

He keeps in contact with several especially talented SubNet cells (HotZone, HotZone Deux, HotZone 3...).
