Saint Germaine

Known as a city of thieves, the sprawling city of Saint Germaine is notorious for its rampant crime rate. Any southern goods destined for the rest of Drannor pass through Saint Germaine's gates, a fact lost neither to the powerful Thieves Guild, nor the corrupt government with whom it colludes.

Khazka lived and worked here a while, before joining the Infiltrators.

From Infiltrators campaign notes: "... a portly middle-aged man who you eventually came to know as sane but a bit barbaric, diplomatic when necessary, coldly calculating, and in rather open collusion with the Thieves Guild to ensure that southern goods passing north were well 'taxed'."
