This North Coast metropolis is one of the few that consistently withstands assaults by bold pirates. The Duke has seen fit to construct a fortified harbor wall covered in siege engines. Thick-walled limestone buildings give a generalized sturdy feel to the entire city. Some say a network of tunnels beneath the city is where the real action is. The populace of 30,000 lives in relative prosperity, having been shielded from the periodic raids for several generations.
Government
The Duke is James Vallis.
Military
3000 troops, made up of a robust navy (with 24 war-machine-equipped ships on rotating patrol), omnipresent city guards in dull gray splint mail, and leather-clad cavalry and infantry trained in both open plain and forested warfare, are overseen by three generals -- Aquilus, Gurnst, and Dickens. The Duke's son Edward Vallis holds the honorary title "Supreme General" and ostensibly commands the three generals.
Economy
Saint Cuthbert is a relative prosperous city, with a powerful upper class of entrepreneurs, noble families, and entrenched business interests.
The economy is driven primarily by export of timber, pitch, and precious metals, as well as tariffs and duties on southern goods heading north.
Since '02, Pendathoway has become a major trading partner, particularly in strong timber and refined pitch, which is mostly owned by the Vallis family.
