Penance
200 years ago the Atlantian Empire began shipping its criminals off to the penal colony of Penance. Anyone from thieves to murders were sent here. Some, either through their own good deeds or that of their families, they could return to the mainland.
After a handful of generations, a man named Hank Goodwin organized the convicts into a society. Because of his efforts the residents were able to cut their ties from the Empire during the Great War. Already embroiled with the Confederation army, the Empire did not have the men to handle an uprising on their penal colony as well, so Penance could secede with out a fight.
Since the days of independence only the most basic of laws have been created or are enforced. Due to this environment of liberal morality, prostitution, gambling and slavery run rampant, and many "civilized" men of the empire will often vacation to Penance to partake in activities they wouldn't be caught dead doing in their homeland, because of this many shrewd business men (and criminals) have been able to capitalize on this atmosphere. A strong, yet brutish, police force keep everything very civil, and make sure that what happens in the brothels and gaming parlors stays where it belongs.
One huge draw of Penance are its many colosseums. Pit fighting and gladiatorial combat, once a past time of the inmates is now a national pastime. The biggest matches are attended by thousands of people to watch the carnage unfold. The strongest of the gladiators are know by population of Penance, but their names are barley whispered off the island.
Penance has a very hot jungle climate. It is not a pleasant place to live, but the residents have learned to thrive in it.
Goodwin
Goodwin is the main port town of Penance. It has become the capital of organized decadence of the world. All visitor arrive here and all trade for Penance is funneled through here. The main arm of the government sits here. Many members of the parliament would like to tone down the nature of Penance, but too many people are making too much money for that to be a likely possibility.
