An elite group of monster hunters has an uneasy but working relationship with [[Emperor Jun-Wei]] in [[Kozu]]. The Emperor prefers to demonstrate his power to the commoners when threats emerge, but sometimes he must outsource. This is most evident when the threat is a supernatural beast that his talented soldiers cannot vanquish.

The trade route between [[Kozu]] and [[Kali-Shaza]] has been disrupted by a massive beast, with a fortune in delicate cargo destroyed.  Gozu sends Imperial Enforcers to find the Monster Hunters, known regionally as "Dawn's Claws", to deal with the issue.

Campaign Background
